The Mexican government seeks to end slot machines in casinos

(Mexico City).- The federal government is preparing a reform to completely prohibit slot machines in casinos, which were legalized during Felipe Calderón's six-year term and endorsed in 2016 by a unanimous decision of the Supreme Court of Justice.
On September 7, the Ministry of the Interior published a draft reform to the Regulations of the Federal Law on Games and Sweepstakes, which will eliminate "draws of numbers or symbols through machines", in reference to slot machines.
The reform will not be retroactive, that is, the 444 casinos currently operating in the country will be able to maintain their machines, but only during the validity of their permits.
The current permits include 408 additional casinos that do not operate, and if they intend to open them, they will no longer be able to have "raffle machines", the same restriction that will apply to extensions of permits or new authorizations.
To justify the measure, the Government argues that these machines are not permitted by the LFJG, which only authorizes dominoes, chess, checkers, bowling, billiards, dice, bowling and raffles, and that Congress has not made changes since 1947.
"The Mexican State has the responsibility of safeguarding the rights of people in vulnerable conditions, avoiding the potentially harmful effects of gambling and chance that may impact children, adolescents, youth of the country and its older adults, as well as such as the damage that is caused to people with mental or psychosocial disabilities or those who suffer from an illness or addiction, such as gambling addiction or gambling disorder," explains the project sent to the National Commission for Regulatory Improvement (Conamer).
